Down Payment Assistance

There are a variety of programs that can help you get into a home sooner:  Grants, down payment assistance, rent-to-own, farm loans, etc.  

I once helped a young couple buy a farm property with a farm loan. Farm loans and grants is a large topic, and I have created a page specifically for them


Many of the down payment assistance programs have income limits and require the recipient to be a first-time homebuyer.   However, in some programs you are considered a first-time homebuyer if you haven't owned a home in 3 years.  Programs can change or run out of money, so check with the program to find the current status. 

Some down payment assistance programs can get you into a house with no down payment. While this is possible, in the scheme of things, the more financially stable you are when buying a home the better you will fare.   In general, the less debt you carry and the lower your mortgage payment, the easier you life will be.  2018-2019 foreclosure statistics show that as many as 25-30% mortgages end up in foreclosure or short sales.

HUD actually banned seller-paid assistance in FHA mortgages in 2008, and has continued to scrutinize down payment assistance, citing statistics showing that assistance from government entities results in higher default rates.  Statistics like this tell you that the more financially stable you are when buying a home, the more likely you are to remain so.  

If you receive a down payment loan that is repayable when you sell, you would generally need to stay in your house for seven years or more, or you won't have much equity when you sell and need to repay the loan.

So do your research so you can minimize your debt burden, and perhaps a a down payment assistance program can help you a large buffer fund when buying a home.

HABITAT FOR HUMANITY 


Habitat for Humanity provides mortgages to low-and-moderate income households across the seven-county metro. Their mortgages can be used on a Habitat-built home or a home you find on the open market. There are income restrictions, but they offer very low interest rates - 3%.  


A single mother with several children would do well in a program like this.

When I have found Habitat for Humanity homes for sale, my buyers have found the income restrictions almost too low to be able to afford the house.  When I called up a Habitat lender, he said that the income for everyone in the household is included -- whether you are related or not. So if your income is low enough, but you bring a boyfriend or roommates -- that could disqualify  you.

From an agent perspective, the homes that Habitat for Humanity sells tend to be priced well above the market, so you may fare better if you find a home on the open market and use their loan.

HUD offers certain single family properties in specific revitalization zones for sale to police officers, teachers, fire fighters, and emergency medical technicians at 50 percent off of the list price.  These are foreclosures.

  • Minimum FICO: 620
  • Deferred 3-year forgivable loan
  • Zero interest rate
  • After 3 years can sell home and keep any equity and/or appreciation.

When I checked the HUD website there were foreclosures available, but no GNND homes available in Minnesota, so they may come up infrequently.

HOME PARTNERS:  RENT TO OWN 


This is a program that buys the home, then leases it to you, and you have the right to buy it later if you want to. You full out an application, work with an agent to find a house to buy. Then Home Partners buys the home and you lease from them. You have to sign a one year lease for the home as well as a Right to Purchase Agreement.

This is a cash offer, no mortgage contingency, no appraisal contingency, can close in 3-4 weeks. I'm not sure what the interest rate would be. This program is for buyers who aren't quite mortgage ready. Buyers can qualify:

  • Gross combined household income of $50,000+
  • 1099 can be accepted for self employment, with tax returns, copies of bank statements
  • Offer letter if relocating can be accepted
  • Stable income, but do not require 2 years income.
  • Acceptable criminal history - no recent history of major drugs, sexual, or violent crimes
  • No outstanding apartment collections or evictions in the past 3 years
  • No pending or open bankruptcies
  • $75 application fee, for the entire household, hear back in a few days.
Home qualifications:
  • $100k-$400k in general
  • Single family homes or townhomes, no rentals
  • 2+Br or larger home
  • Located on a lot less than 2 acres

Disadvantages


One disadvantage, the purchase price, should the buyer want to purchase it a few years later -- might be lower than the agreed upon purchase price if the market drops. The buyer can walk away, but then there's no house purchase.

When you look at online reviews, there seem to be alot of complaints coming from people that had bought houses with problems, which Home Partners didn't repair.  People also complain that the management company and Home Partners don't return calls or emails. One commenter mentioned that the lease payments were a bit higher than market rate.


Rip Off Report has complaints, and the BBB does too.


So if you use this program, plan to take responsibility for whatever condition the home is in, have a full bevy of inspections (house inspection, main drain inspection, radon inspection, furnace inspection, chimney and furnace flue inspections etc), plan on buying it as soon as possible, and have a few thousand dollars set aside for a lawyer if you need one.

PATH Program:  

  • Total Closing Costs/Down Payment GRANT based on income, up to $4,000,which is forgiven immediately. 
  • Does not work with FHA loans, but they may be able to qualify you for their CARE Program, which offers a conventional loan. 
  • Only for the Metro area counties and two counties in Wisconsin.
CARE Program: 
  • Conventional loan with no private mortgage insurance (PMI). 
  • Requires 3% downpayment, which the $4,000 grant can be used toward. 
  • The interest rate may be slightly higher, but then you are not paying PMI. 
  • To qualify for the CARE program, you have to have a minimum 640 credit score, and no bankruptcies or foreclosures for 4 years.

They also offer a program called Fannie Mae Home Ready. This program requires 3% down payment has a higher income limit

Goldstar Mortgage offers conventional loans without you needing to bring a 20% down payment They offer 101% financing, which is two loans: 97% plus a 4%, both at the same interest rate, no mortgage insurance.

They had someone actually get money back at closing because the seller paid some closing costs.

The general credit score needed is 660, but they are a direct lender, so they can work with lower credit scores, and have no credit loans.

Chas was a FICO credit coach, so he can tell you what you need to do to improve your credit score in as little as two months.

Their underwriters are in another state, so not technically in-house, but he said they are very accessible.

VA Specially Adapted Housing (SAH) Grant
  • Up to $73,768 GRANT
  • To help Veterans with certain service-connected disabilities live independently in a barrier-free environment.
  • Funds can be used to: Construct a specially adapted home on land to be acquired, build a home on land already owned if it is suitable for specially adapted housing, remodel an existing home if it can be made suitable for specially adapted housing, or can be applied against the unpaid principal mortgage balance of an adapted home already acquired without the assistance of a VA grant.


HomeStrong’s Heroes Program

As of July 2019, the only program currently listed on their website is a $5,000 repair grant.  So they may be out of funds.
  • Participants must be active or inactive Military Service Member.
  • Minimum FICO: 620
  • HomeStrong USA acquires vacant properties, rehabilitates them, and then sells the properties to Veterans (active and inactive).
  • HomeStrong USA provides the homes for purchase by Veterans with incentives that may include providing down payment assistance and/or paying applicable closing costs.

MINNESOTA HOUSING FINANCE AGENCY



MHFA is a private non-profit corporation that helps low-income people with loans for purchase, downpayment, or repairs. Some lenders work with MHFA, some don't. The main benefit to these type of purchase loans is that you can get a conventional loan, with low down payment. This will make you more competitive against other offers, and will allow you to buy fixer-uppers.

The benefits to this program:

  • You can have a low down payment (3%) and still get a conventional loan.  (It is easier to buy a property with a conventional loan than a FHA loan, which says everything in the house has to be working or fixed on closing.)
  • You can also get down payment and closing cost loans up to $15,000.
  • Low or no mortgage insurance options for lower monthly payments.
These loans are for first-time homebuyers (past 3 years) who: 
  • Meet income limits (which are relatively high compared to other programs)  
  • Meet purchase price limits (Metro area:  $328k; Outstate: ($271k), a
  • Meet minimum credit score requirements.
